Mission:
The Mission of the Lake Allatoona Preservation Authority is to provide stewardship of the Greater Lake Allatoona Watershed in order to restore, preserve and protect water quality and uses beneficial for present and future generations. The Authority identifies and addresses issues impacting the lake and is the repository of the latest information, technology and conditions of the Watershed. We educate, motivate, empower and unify individuals and diverse groups, enhancing personal responsibility and involvement to promote the Authority's mission.

education and outreach, public meetings, Citizens Task Force, Scientific Task Force, Source Water Assessments, speakers bureau etc.

Phosphorus loadings, erosion and sedimentation, pathogens, algal blooms, nonpoint source problems, land use trends, sprawl, stormwater runoff.

Creating a Task Force of all the stakeholders in the watershed to be one unit for the protections of Lake Allatoona and its watershed (cross jurisdictional planning and coordination).

Streams: Flint River and tributaries in upper half of the watershed. Occasional work in the watersheds East and West of the Flint. Most of our efforts have been in the Flint River tributaries in and near Fayette County.

Activities:
We acquire complete development files and then prepare an environmental impact analysis and prepare recommencations for appropriate responses/actions. Public statements at hearings and meetings, and occasional newspaper editorials are used. We do in-depth water quality analysis by biological characterizations of the streams impacted. This includes macroinvertebrate sampling, analysis of existing sampling programs by the State or other agency and in some cases use information gathered by colleges.

Issues:
Water quality, especially as impacted by a variety of developments.

Successes:
We participated in the campaign to open the EPD consent order process. We requested and commented at an EPD public hearing on a 1.5 million gallons sewage spill in Peachtree City. We worked with a group from Thomaston, finally through a meeting with Governor Barnes, to prevent a sewer line from going to the Flint River from Springs Industries in Griffin, Georgia. We participated (and continue to do so) with the Peach County group that is fighting the importation of garbage from New York to (an as yet to be built) land fill. We offered to GA Senators to locate open pit mines between GA and NY for use rather than dumping in GA. We assisted a group in Harris County with their fight with a developer to destroy a high-quality stream. We worked with the Fayette County Board of Education to change their construction procedures, especially where sediment and erosion control were concerned. We requested and attended a meeting with the cities and county government representatives to change those policies and the result is one of the best approaches to constuction in this part of Georgia. Following the spill of de-icing fluid from Hartsfield Airport, we took samples from the Flint and identified a 1.5 mile section of the upper-most part of the river as DEAD. As part of that investigation, we learned that there have been dozens of other spills of very toxic material which have had NO publicity. We continue to work on that issue. We continue to work with the Fayette County Board of Health over a contamination issue in central Fayette County from a poorly run sewage treatment facility that services a mobile home park. We offered a definition for perennial and intermitent streams which Peachtree City has adopted in their ordinances. We participate in the North Georgia Water District effort as members of the Flint River Advisory Council. We participate in Peachtree City's new storm water permit process and the associated change in ordinances. That includes a separate effort to improve their tree ordinance.

Assistance Provided by the Group:
We meet with new groups, offering assistance in organization and how to impact the issue. We have prepared and distribute a booklet which tells any group how to take on the issues. "Activism Handbook" is the title and it offers any group a step by step method of getting things done. On some projects, we go on-site and take samples to determine existing biological conditions or if a development is already under way, make an analysis of what the impact has been.

Activities:
We try to educate the households along the creek to keep their eyes open as they travel around. We have been very instrumental in getting groups together to fight zoning issues and we have thus far had a couple of creek walks.

Issues:
At the moment zoning and construction. There are problems with restaurants in Sandy Springs dumping grease and debris into drains. Septic tanks and high fecal coliform counts are also a concern. Volume of water in flooding.

Successes:
We are so new that we are still trying just to get our name recognized. We do feel some success in that but have far to go. We had a very successful first creek walk and have had some success in fighting developers but know that is a never ending battle that can't be let up on.

Streams: Rocky Creek, numerous springs, Garrett Lake, the wetlands and Lake Cherful. Our organization's primary focus is the streams, wetlands and lakes of the City of Mountain Park but our approach is to address the major issues facing the Rocky Creek Watershed. Rocky Creek is a main tributary to the Little River which flows to Lake Allatoona.

Mission:
Restore, protect and preserve the streams, lakes and wetlands of Mountain Park Georgia.

Activities:
Our organization uses advocacy, communication, monitoring, education, clean ups, fund-raising and litigation.

Issues:
Excessive sedimentation caused by upstream development along with urban nonpoint source pollution.

Successes:
The decision to form MPWPS was made in mid June 2004. Since that time, we have held two community awareness days, incorporated, obtained our tax exempt status, increased membership to approximately 25% of the homes in Mountain Park, photographed numerous land
disturbance permit violations, assisted the City with the open records requests and the retention of environmental professionals for Clean Water Act notices to three upstream developments, obtained assistance from the Georgia Soil and Water Conservation Commission, the Environmental Protection Agency and a Consent Oder has been issued by Georgia EPD. We have also provided assistance to our City with the Army Corp of Engineers Preliminary Restoration Plan for Rocky Creek and we are actively networking with other Watershed organizations including the Coosa River Basin Initiative and the Lake Allatoona Preservation Society. Finally, we have joined the Georgia Water Coalition and have spoken at the DNR
hearings opposing the recent changes to the stream buffer variance regulation.

Assistance Provided by the Group:
We can attest to the problems caused by the failure to enforce Federal and State laws that protect wetlands and stream buffers and the failure to maintain Best Management Practices. We can also share our experiences as we proceed through our restoration process plus provide guidance to communities to avoid excessive sedimentation and stream buffer encroachments before it becomes a reality.
